The Abu Dhabi Declaration: A Global Roadmap to Prevent Crime and Strengthen Justice

The capital, Abu Dhabi, witnessed the adoption of the “Abu Dhabi Declaration” as a key and strategic reference document for the 15th United Nations Congress on Crime Prevention and Criminal Justice, held at ADNEC Abu Dhabi from 26 September to 1 October 2026, with broad international participation.
The Declaration represents a five-year global roadmap aimed at strengthening international cooperation in crime prevention and criminal justice, upholding the rule of law, and addressing emerging criminal challenges, particularly cybercrime, organized crime, and financial crimes in the digital age.
The Abu Dhabi Declaration comprises 18 articles and 67 paragraphs and is built around four main pillars: prevention and resilience; justice and the rule of law; evolving and converging criminal threats; and innovation and cooperation.
The Declaration also emphasizes strengthening international cooperation, exchanging expertise, building capacity, and harnessing technology and artificial intelligence to advance criminal justice systems, while safeguarding rights and privacy and promoting transparency and accountability.
The Declaration represents an important international outcome of the Congress and reflects the role of the United Arab Emirates in supporting international dialogue and cooperation and facilitating the exchange of expertise in the fields of crime prevention, justice, and the rule of law.
